LC4 625 SCX 06mod, Get full power

Hello good people. My bike is insured as heavy, but registered as a semi-heavy(34Hp). I'd like to have full power out of it, and registered it as such. But is there anyone who has an "ABC" on what, and how to do this?
To get the full effect out of it, I mean.
