1996 KTM 250sx

So I am wanting to buy a new bike.. Well new for me that is. I found one in my area. It is a 1996 KTM 250sx.. It has a pro circut pipe, azonic double bars and track master tires.. It looks as if it has been ridden just normal(not hard)//the man says he just rode it on recreation trails only. never raced or on track.. My questions are these.
1) The asking price is 1200 what would you offer and are things to consider.?
2) Having a 1996 KTM 360exc finding parts are kind of hard (plastics) and can be price, so are those reason to buy or not buy?
3)when test riding the bike and looking what are major things to consider?
I am kind of new with bikes well KTM"S and want to get a good deal considering it is used and could be priceie in the long run(parts breaking).. And i want to know what you would offer if bike is running good and sounds and looks good..
Also, At first the bike starts in about 2-3 kicks when cold...After that usually on the first kick.. LET ME KNOW YOUR THOUGHTS>> THANK YOU VERY MUCH FOR THE REPLYs....

First question in my mind is, original top end, clutch, sprockets/chain?

The top or bottom end has not been redone. There is not a new clutch or anything.. The bike is completly stock besides the pipe bars n tires. Thanks for the replys

Kelly blue book lists it at $1400 in good condition.

With out seeing it and inspecting it, it's your judgment call.
