Get a punch and give the bolt a few hits in the area
where the allen wrench would go.
Get a left handed drill bit (sears carries them) and
try getting a bit that is just barely the size of the
inside of the hex flats.
As you drill the torque of the bit plus the heat from the
drilling might break it loose.
If not, now you have a hole to tap an easy out into.
