HELP!!! - Can't tighten lower nut on forks

Hi,
I've just pulled down my forks (WP Open Cartridge with rebound adjusters at top from '16 model KTM 250 EXC/XC-W) and am having troubles reassembling...

... I can't for the life of me tighten the same lower nut (which holds cartridge in and contains compression clicker) to spec torque... it just keeps spinning... any tips?

It seems I made some progress in doing it up as it is quite hard to turn... currently sitting at about 20/24 Nm, but manual says it should be at 35Nm

It now also won't come out?? (Same behaviour.. just seems to keep spinning)

Is there a trick to it? Do I need a special tool? And if so, can I hack one together???

Thanks

Yah.. wrong fork type.. I think this is the closed cartridge type? Pretty sure mine doesn't have the bladder

So that's the nut that I can't tighten ...

The cartridge that spins:

Now, the obvious thing to do would be to hold the cartridge.. but the cartridge slides up and down and spins freely.. it's the lower part of the cartridge I need to stop spinning (that the lower nut threads into) and that's the bit I can't do?
