I say no.

Why? A person can be "book smart", yet can still lack the skills, coordination, and attention needed to be a good driver.

This is a yes and no question. The test helps insure the person knows the rules of the road. As far as actual driving skill? I partly concur with Truebluefan.

Just like a person can be book smart and have no common sense, the same applies for other activities.

Being book smart can only take you so far.
