What I'd like to know is what I should do (if anything) about the guy down the street who let's his 12 year old kids race around on our street on minis? Do I take the direct route? Call the cops? Or just wait till something bad happens.

I don't know what kind of man you are, and I am certainly not trying to judge you, but if you don't at least try to approach the man you are having the beef with, and let him know you are upset with him or his kids, I don't think you are handling it right to begin with. So, to answer your question, the direct approach would be best IMO.
