clutch problem?

i have a 2008 ktm 50sx without a rider on the bike it sounds great and revs good. with my rider on the bike it sounds as if it cannot hit the power band and chugs as if its bogging. i have replaced the ring and new clutch shoes and springs i also put carbon fiber reeds in it. i cleaning the carb and nothing changed. my cluth stack is around .630 (())(())()()() i have also tried going back to stock (())(())(())(( but the clutch shoes do not tighten down even with a washer under them. is the clutch stack my problem and if so any ideas on a good clutch stack? any help would be greatly appriciated thanks from total frustrated
