Default power band not there

so i just got a 98 250 exc that didnt run so i cleaned the carb and walla bike runs. so i havent ridden for a few years since i joined the military but i remember my old yz 125 having alot more power than what i just rode. it has tons of bottom end but it feels like the power band just isnt kicking in. anyone have any ideas as to what would cause that. inputs are much appreciated.

How do the reed valves look?

Is the power valve all carbon fouled?

i dont really know what there supposed to look like but i ordered new ones and where is the power valve located

Here is a link to the entire engine manual for your bike.

Look at pages 5-6C 5-7C and 5-8C. KTM calls it a exhaust control valve,
but all the Jap bikes call them power valves.
