Default problem with 94 250sx

i bought this bike non running with no spark so i got it home had a random coil from an older like 89 ktm put it on and it sparked and fired up with ether....so i cleaned the carb and cleaned the airfilter changed the oil mixed some new good gas and she is hard as hell to kick over i comp tested it at 165 she will not start without ether(it is also cold here) but after shes runnin for like 5 mins she starts up without it most of the time...but my real problem is she will not go over like half throttle or in the powerband at all...it sounds good untill half (sounds just like a gm v6 rev limiter in park)...i took it down a long stretch trying to get it to maybee get up some speed in the higher gears to downshift in a power band but nothing......any help...pleaseeeeeee

and i took the little side covers off that show the powervalve linkage and i moved it up and down cause someone told me it might be stuck....

It still sounds like a fuel starvation issue.

Usually if you need to start an engine with ether, then
the fuel system is not optimal.

How far did you tear down the carb?

Also how do the reed valves look?

the reeds feel ok i mean how tight should they be... ive never owned a 2stroke before and i tore the carb completely apart and cleaned it....it doesnt seem like fuel cause to me if i was in a higher gear and downshifted even with not enough gas it should try to hit the power band just pop and backfire....it really just sounds like a gm v6 rev limiter in park i mean i rode it up and down a long lane and around the yard thinking maybee it just was realllly cold blooded but never went past half throttle
