1997 ktm 250 sx

so i just recently purchased a 1997 ktm 250 sx 2 stroke. i got it for 300 in ohio. the guy said that it needed to have the cylinder re honed or replated im not really sure which it looks like the glazing on the inside of the cylinder by the exhaust port is chipping anyone have an idea of what i shoul have done and what is the general price range to have this done? also it needed a top and and a full exhaust i just put a bid in on an fmf fatty but i cant seem to really find any silencers. the bike also needs 2 covers for each side of the cylinder it has a little gear that opens something in the exhaust port? but the gears are kind of hard to move any idea how to get them moving properly if anyone has any picture of where the right side of that gear connect would help it has like a a clip with a spring on it and also on my carb there is four rubber hoses running to the bottom of my bike almost as drainiage it doesnt seem right that 4 hoses running from the carb go no where any help with pictures would help great thanks guys!
