I was wondering if it was possible to straighten up this piece without breaking it, or otherwise purchase the part itself. Do I have to order the whole fork cylender ?

Brake mounting/ fork base is a replaceable part. Your caliper mounting tabs are a soft alloy. No amount of beating or hammering on fork will be helpful. A competent machine shop with a skilled press operator could probably straighten caliper mounting in short order if it is simply bent. If there is any cracking or fractures the part must be replaced.
