That sleeve that is on the kick start shaft that we see in the picture needs to come off. You can either heat it up, try to pull it off or use a hammer to hit the shaft through (use a aluminum piece between the shaft and hammer...) They tend to get stuck after years of use.
+1 with our friend @Axzon on his suggestion. Best to put engine side cover on a few blocks of wood to protect machined surfaces during surgery. You can use a small propane torch to heat ring slightly. Dont have to get it red hot, just hot enough to expand it and break the oxidation that holds parts together. Once they warm up a few good taps should have you sorted out.
