Welcome to the forum. I expect that you already have this drawing and the parts numbers. But just in case... 1996 KTM 300 MXC Twin Valve Control | KTM World
Sadly the main parts tend to now be obsolete.

That leaves a few options:
1. Check what Power Valves (PV) other makes have in case one would be close enough to the missing one so it can be made to work.
2. Find an owner of same bike that is prepared to lend you his/her PV so you can have one manufactured by an engineer.
3. If the O-ring position is the only thing that is wrong on the ones you bought, perhaps a good engineer could modify the PV so you can us it?
4. A PV does not normally break, so if there is someone that has a "spare parts motor" he/she has bought "just in case" he/she might have a PV that you could buy. Start by putting up a "Wanted To Buy" post in the "Parts" category here on KTM FORUMS. Just be careful as there are scammers that have sneaked in on the forum and have no hesitation to take your money and provide you with no parts. Read the warning posts before advertising! Also look through "Parts" for someone who is advertising the same bike for sale. He/she might have parts also for sale.
5. Try the European KTM sites for used parts. After all, KTM was originally manufactured in Austria.
6. Contact Classic/Veteran/Vintage MX clubs to see if one of their members has one you can buy.
Good Luck!
