990 SD electrical issue? Stumped

We all thank you for the detailed breakdown of what you did. Never hurts to look at battery first but if the instrument pod is not showing that it's going thru a diagnostic then that computer is not firing up or the pod is not showing that it is.
I would start exactly where you cleaned up the wiring cuz it's most likely there. Look for missed connections, loose connections, and you never know but a broken wire has happened before (right behind a crimp on connector). If no luck then get yourself a wiring diagram to find the wires that serve it. Now work starts cuz you might need to check continuity of each wire with a multimeter. That is if you can find the termination of each end ... hence the schematic.

My bet is you find it near the cleaned up area - let us know what you find?
 
If I was to do checkdowns I would remove electrical components sequentially. Unplug what you can to see if/when it quits. Might be a short from the handlebar switch so unplug stuff like this. You say it turns over or I would have begun at the starter cuz it sounds like a big draw and it has direct relation to main fuse.
Yes you need schematic... they are online.

can't reliably answer the reg question but I see on the schematic that there is but one ground. . just for grins disconnect that starter.
 
Sounds like you're on the right track, maybe with all relays unplugged and key "on" systematically plug in one relay at a time.
