Once I looked at your pic using the mirror for reference it's clearly different. My 22 evo, and 24 sas work the same so I just figured KTM would use the same part for the 23 1290's. If you tried ignoring it while only removing the screws the instructions show, I got nothing.
 
I definitely appreciate the advice, and certainly understand that from the photos I’m able to get, it appears very similar to that style of pin washer. In person though, it is more apparent that it’s some sort of unique security head of a bolt or screw. I had asked in here since I can’t find any information about it or how to remove it online. Others have noted the same thing in the forum post about heated grips on a 2023 SDR EVO. However, in that instance, the solution was just removing the whole throttle tube housing and replacing it with a 2022 style. I am just hoping to open this throttle tube housing to get the throttle tube out, and was hopeful someone here had found out specifically what this fastener head is called and if there’s a unique extractor tip for it. I figured that there’s gotta be someone with a 2023 SDR EVO who had put aftermarket grips on it and had experienced the same thing.

This image is the closest thing I found that is similar to what this fastener head looks like, but not exactly the same. It’s the same general shape and shows the “raised center and tapered fins” type of thing, but unfortunately doesn’t appear to be the same as KTM uses. I think the answer may be dremel and flat head screw driver but wanted to check here first for advice for anyone with specifically a 2023 SDR EVO who had replaced the grips and removed the throttle tube.

Ok, got it, that makes more sense.

There may not be an easy way to get it out. I’d then remove the throttle housing and see if taking all pressure off would allow you to grab it with a needle nose or other gripping device and simply spin it. Might be tighter because the other screws provide some tension. It would also make drilling it out much easier if it was upright and on the workbench. I searched security bits and didn’t find anything that matched those; like breakaway ignition bolts a lot of times they are just not meant to ever be pulled out and you have to grind them out.
